voltage help

my alternator is putting out 17 volts ,my voltage regulator is missing up where is it located and how can i replace it.

On a stock neon, the voltage reg is inside the PCM. A cheap way to regulate the voltage without the PCM is to copy what us full stand-alone MegaSquirt users have done.. Go to any parts store (or junk yard) and get a voltage regulator off a mid 80's Omni (as seen in this pic).
